Higher Education Commission (HEC) Chairperson Dr Javaid R Laghari has declared postings/transfers of various HEC officers, made by Qamar Zaman Chaudhry, Secretary Ministry of Education & Trainings, null and void. The HEC Chairperson through a letter informed that the Commission had already decided that the Establishment Division does not have the jurisdiction to appoint the Executive Director of the HEC.

As per Section-11(1) of the HEC Act, only the Commission has the authority to appoint the Executive Director. The Notification by the Establishment Division, therefore, has no legal basis. He also informed that under the HEC Act, the Commission has already granted four-year tenure as Executive Director to Dr Sohail H Naqvi w.e.f. 16.9.2012. He further directed all HEC employees to follow the HEC Act to implement the decision of the commission.
